OK, please check if the issue happens in Outlook Web App when emails are saved as draft automatically.
Besides, as you mentioned, you have set up "Do not forward" IRM tag in your organization, may I know if you set it up in Azure portal (policy) or just Do Not Forward option for outgoing emails:
Please provide us the detailed steps you set up the "Do not forward" IRM tags so that we can try to test from our side.
And may I know if the issue happens to all users who apply this tag?

Hi Iry,
The IRM tags are setup in Azure Portal. Do you need the specific setup of the tags?
When we check in Outlook webportal, there is a common trend of draft and conflicts for affected emails. We believe these are the root cause, but we don't know whats causing the conflicts apart from the email was sitting around till timed out and became a draft.

I might even add that, this issue we see its not consistence. for example, we might see a whole email being protected. there are other examples of email content shows, but the attachment becomes "message.rpmsg" attachment. there are also examples where only 1 part of an email chain that is protected, but the rest are fine.
We are all scratching our heads as we have no explanation on this, all we know is that the latest AIP addon 1.41.51 still show the same problem.

From your description, it seems an odd issue, would you mind proving us the detailed steps of your specific setup of tags so that I can check it from my side? Since if the issue also happens on web version, generally it shouldn't be a client issue.
Besides, may I know if the issue happens to all users in your organization who apply the tags?
Please also provide us some screenshots about "whole email being protected", 'email content shows, but the attachment becomes "message.rpmsg" attachment.' and "only 1 part of an email chain that is protected, but the rest are fine" in your email reading pane.

Hi Iry,
We've tested quite a few things since the last post. We dived in to check the AIP's "do not forward" tag and found that the "set user-defined permissions" was used as protection. This feature is still in preview mode. We've since diabled the Azure IP's "do not forward" tag and use Outlook's native "do not forward" tag. Issue is still there. So i guess its the Outlook's do not forward tag that also causes issues?

Based on my checking, Outlook won't save your email as draft once you have assigned Do Not Forward option to the email. You will get an error message as following when you save it as draft:
As you mentioned, the issue persists when you disabled the Azure Portal "do not forward" tag and use Outlook's native "do not forward" tag, please provide us a screenshot about the restricted messages inDrafts folder. And for saving as draft, please try to click the Save button in the email when you create a new email and check if the issue happens.
Besides, if the issue happens to all users in your organization?

Hi Iry,
The above case is not true. I am able to replicate this on my own Outlook. Simply open up a new email, go to options > encrypt and select "do not forward", close the email, it asked me if i want to save. After that, i am able to see it in my draft.
- a bit of an update. so the issue is apparent that it doesn't have anything to do with Azure Information Protection" Tag. As we still experiencing this issue.
- User is reporting that when she drafts an email with an attachment, she would then put on a tag, after a while the email will become encrypted and she can't even read the content she has typed.
The other software i can see is that she has Symantec Encryption Desktop installed, this software is only use to open a share drive as it keeps a PGP key.
the other software is Adobe PDF created, however its up to date on version 19.
really out of idea what could be causing it.

Would like to add some findings.
- I am able to replicate the exact same issue on the affected user's pc. I would create 10 emails and randomly add random text and attachments.
Attached is the example of email being partially encrypted. i am able to open the attachment, but no way of retrieving the actual content in the email body.
